ok iv been looking at renewable power sources such as deep cycle 12v battery's in par. and was wondering if i could charge multiple car batterys in par. with a solar panel rated at 24v 20 watts

You can but you will need to have the batteries wired in series and you will need to be careful not to over charge them as your solar panel will have no regulator.
